Civitas of Cape Coral

Civitas is a 96-unit affordable and workforce housing community on the Pine Island Road corridor in Cape Coral. Catalyst took it through entitlement and assembled the capital stack: 4% Low Income Housing Tax Credits layered over bond financing, with HUD CDBG-DR, CDBG, HOME, and NSP funds closing the remaining gap.

The work was done through Catalyst’s nonprofit entity in partnership with the Lee County Housing Authority, a structure that allowed the project to reach the deeper affordability bands the county needed without relying on a single subsidy source.

Five separate public funding programs, each with its own application cycle, compliance regime, and closing conditions, all sourced and sequenced to survive to the same closing date. That capability transfers to every affordable and workforce deal Catalyst underwrites.
